I have the honour to inform dispensed with the services of Chiu Shai, Pier Forman in the Public Works Department, on the grounds of inefficiency. A copy of a report on this officer by the Director of Public Works is enclosed.

Chiu Shai has served for sixteen years as a temporary officer in the Public Works Department and therefore qualifies for an annual allowance under Section 2 of Pension Regulations C. In view however of the nature of the enclosed report, I am of the opinion that this is a case in which a reduced allowance under Section 9 of the Pensions Ordinance should be granted and with the advice of my Executive Council I accordingly recommend for your approval the grant to Chiu Shai of an annual allowance of $182.65, being ten per cent below the rate he would receive had he been invalided from the service.

Foreman Chiu Shai is reported to have given
good service from 1919 to 1928, but his work appears
to have deteriorated in recent years. This is not
considered to have been due to any deliberate slackness
on his part. He simply seemed, for some unaccountable reason, gradually to become more and more incapable of
asserting his authority as Foreman and of insisting on
the carrying out of instructions: He is reported to be
a steady man of good character. I consider that,
under the circumstances, a reduction of 10 per cent in
his pension would be reasonable.
